Well, let's start with the very beginning; Azelf: standard azelf normaly uses Explosion to do a lot of damage to leads, you can't handel without it, while also OHKOing Blissey, who easily sponges your special attacks. Thunderbolt just hits Gyarados and bulky waters like Vaporeon harder than Psychic, but you go better with Explosion, since Thunderbolt can't even 2HKO Vaporeon, factoring in Leftovers. So i'd rather use Taunt or Explosion in this slot (and change nature to Naive in case of Explosion). JIrachi can support gyarados, heatran and flygon well, so yeah. Gyarados is standard, so nothing to comment about it. Next Pokemon is Togekiss. Scarf Togekiss. Imo, it just sucks :s It is also your second Pokemon weak to Stealth rock, so you might have Problems with switching, since you lock yourself into a move thanks to Choice Scarf. I'll just remove it and add something like Latias (if it's OU, where you play). Choice Scarf Heatran really needs Explosion over Hidden Power Grass to dent Blissey. Without it, again, you won't have any chances to win against it... (Nature to naive then by the way). Flygon NEEDS U-turn. It's just like one of the best moves in the game, so use it! Flygon also needs Outrage to do at least some damage and revenge opponents better. So, use Outrage/Earthquake/U-turn/Stone edge.
When I just look at your team, I primilary see three Choice Scarfes: Quite a lot. I suggest removing Togekiss and putting in something like Choice Band Scizor, to Fix your little Problems against Dragon Dance Salamence and overall scouting (U-turn) and random revengeing (Bullet Punch).

Good luck with your team, though

I have corrected Azelf, it was just an experiment with TB.
yes I have three scarfer, and I don´t know which pokemon is better than Togekiss.
Would you play Scizor like that:
Scizor@Choice Band
Technician
EVs: 248 HP/252 Atk/8 Spd
Adamant nature
-U-turn
-Bullet Punch
-Pursuit
-Brick Break/Superpower??

with the last slot, I´m not sure, which I should use

yeah, U-turn/Bullet Punch/Pursuit/Superpower with an adamant nature, 240 HP, 252 Atk and the leftover Evs in speed is just fine. You can also play less Speed Evs or even 0. The Speed Evs depent on other Scizors: if you want to attack before them, use more than 8 speed evs. If you want to predict a U-turn, and then U-turn AFTER them (so you can switch in a counter to their Scizor counter :D) you can also play 0 speed evs.

I think it's fine, but if you get walled by the likes of Skarmory, Suicune etc too easily, then you could change for example Stone edge to Fire Blast on Flygon. If you have problems left, then you could think about removing something etc. playtesting is better than theorymon ;)

I agree that skarmory can cause you quiet a lot trouble. If azelf is gone, only heatran can really threaten it but its nothing stoping it from switching put and switch back later to set up another layer spikes which will wear down heatran, jirachi and scizor. Suicune is also a problem as most of your pokémon lacks the raw power to take it down.

Other than that, I'm a bit worried about the amount of choice-users. All of them can easy become set up fodder if you're not careful.

Yes, I need a pokemon with an electric attack against Watertanks and Skarmory.
But which should I choose??
Maybe I can do Thunderpunch>>Stone Edge on Flygon.

Thunderpunch on Flygon won't do much to Skarmory, it will just Roost off the damage while building up some Spikes. You could make Jirachi a Calm Minder with Thunderbolt or even take it out for Magnezone. Same weaknesses with Jirachi so that's not a problem, works better with Gyarados due to it's Electric resistance and traps Skarmory.

Maybe that mix jirachi could fix your problems. It's an ideal Skarm lure and can take it out with Expert Belted Thunderbolts. The set would be Thunderbolt, Firepunch, Ironhead, Ice Punch @Expert Belt Evs are 252/252/4 Atk/Spe/SpA with a Hasty or Naive nature.
